But Norad's #1 weakness is "he's a hunk of rubble out in the desert" - if I un-rubble'd him (WITH MAAAAAAAAAAAAAAAAAAGIC) he'd jump several positions on the UV power scale - going from 'behind Nei and Barbanis' to 'behind Juno and Naira'
And don't argue - tell me, when has Norad ever won? He got taken out by Dark Core, by Bana, by Rekka (twice), by Juno (thrice), by Kuro, by Scarlet, and by general explodiness (also twice). He's like Worf - everybody thinks he's powerful, but he's constantly blowded up and shot down by others to prove their badassery.
